Explaining the Concept
and Means of the Modern Diplomacy

 “IN DIPLOMACY” is the book of Dr. Adel A. FREIHA published by “BERYT Publishing House” in which he explains the diplomacy situation in the new international system; He sees that the traditional diplomacy as well as the conferences diplomacy will be determined by this system. Only the Summit conferences will be able to stay out of the control of this international political system.

The book was introduced by the attorney-at-law Georges JABRE, ex-vice President of the Christian-Democracy International and here what it cames in his introduction:

The book of Dr. Adel FREIHA “IN DIPLOMACY” associates the organizational and practical matters in the diplomatic field, from one side, and shows the concept of the modern diplomacy and its multisides means, from the other.

He details the means of the classical diplomatic work and he extended, enlarged, in the same time, in explaining the horizons of the modern diplomacy resulting from the easiness of communications among the countries, from which originated a new method in the diplomatic dealing, exceeding the ambassadors accredited to the high responsible persons in the concerned States, in addition to hold live meetings as well as to organize periodical reunions and regional and international conferences.

In fact, this new orientation prevailed over the classical diplomatic work after World War II as the ambassadors’ mission was limited to preparatory works, if we don’t say protocol works. This new and moving diplomacy was denominated DIRECT diplomacy. It succeeded in resolving a lot of basic problems that faced the Big States interests. This new look of diplomatic work was imposed, in a special manner, by the circumstances that occurred with the Cold War between the United States and the Soviet Union, which necessitated, to safeguard security and peace, more direct communications between the Head of the two countries, resulting in a direct telephone call between them, known as the red telephone. With time, many Head of States and High responsible persons adopted this new style of diplomatic communication.

The reader wondered what is left from the role of professional diplomats after the communication between the high responsible persons in each state became a familiar matter. The direct diplomatic communication between the statesmen does not deny the role of the accredited diplomats’; so they only have to prepare the files, increase communications and collect informations in order to create the adequate climate to handle the matters as well to secure the legal interests of the State they represent.

It is evident that the continuous diplomatic presence contributes largely in revealing the exposed matters and the problems in difficulty to be solved.

As a result, the DIRECT diplomacy completes the CLASSICAL diplomacy and constitutes with it a consolidated Unity that we can call the MODERN diplomacy.
